Great chart! But what if I want to go larger? Say 23inches?

When I am making super-sized blocks, I make a prototype out of newspaper.
But to answer your question: minimum 23 7/8″ squares === HOWEVER, I always use slightly larger than required (especially with your long bias seam) so that I can “square it up” so in this case I would cut my squares to an even 24″.

I also cut up too, I then square them up. an extra step but so worth it when putting them together..

Is this chart for the hts’s sewn all the way around the square and cut diagonally twice? Or the ones sewing down either side of the middle diagonally and cut in the middle?
